Overview

IC/DoD Proposal Manager (Part-Time)

Location: Herndon, VA

Experience: Bachelor’s degree and 5 - 12 years of relevant experience.

 

We are seeking an experienced part‑time IC/DoD Proposal Manager to lead and support competitive proposal efforts across the Intelligence Community and Department of Defense. In this flexible role, you will manage schedules, drive Section L/M compliance, run color reviews, and develop compelling, evaluator‑focused proposal content. You will collaborate closely with capture, technical SMEs, pricing, and subcontract partners to deliver high‑quality, compliant submissions.

 

Responsibilities

Duties:

 
  • Lead full lifecycle proposal management (Pre-RFP shaping through submission, ENs, FPR, orals, BAFO, and post-award debriefs).
  • Stand up and manage the proposal team, including volume leads, writers, SMEs, graphics, pricing, contracts, and subcontractors.
  • Develop and manage the Proposal Management Plan (PMP), Integrated Master Schedule (IMS), outline, storyboard plan, content plan, and compliance matrix mapped to RFI/RFQ/RFP/Amendments.
  • Serve as Volume Lead (e.g., Technical, Management, Past Performance, Small Business, Transition) and integrate cross-volume consistency.
  • Facilitate color team reviews (Pink/Red/Gold/White/Black Hat) with actionable feedback capture, adjudication, and version control.
  • Coordinate proposal security and handling procedures for classified submissions, including DD254 requirements, SCIF coordination, and secure IT workflows.
  • Ensure strict compliance with FAR/DFARS, agency supplements, Section L/M, CDRLs, Section 508, cyber (e.g., NIST 800-171, CMMC), data rights, OCI, and export controls.
  • Implement quality standards (Shipley/APMP best practices) and enforce content quality (discriminators, strengths, substantiation, and proof points tied to Section M).
  • Develop and enforce templates, styles, and brand/voice consistency; manage graphics and data calls; direct the creation of BOEs and substantiated staffing approaches.
  • Manage digital and physical production: eCopy, SIPR/JWICS/Intelink platforms where applicable, classified addenda, courier logistics, and portal submissions.
  • Coordinate Q&A and amendments; analyze evaluation notices (ENs) and lead response strategy.
  • Own proposal configuration control (SharePoint/Teams/SME portals); enforce versioning, naming, review gates, and editorial standards.
  • Coordinate orals coaching, decks, demo scripts, and dry runs; align with solution and storylines.

 

 

 

Qualifications

Qualifications:

  • 5–12 years IC/DoD proposal management experience (Shipley/APMP preferred)
  • Proven record supporting and winning complex IDIQs, GWACs, and TOs
  • Strong working knowledge of FAR/DFARS, Section L/M interpretation, and proposal best practices
  • Excellent writing, organization, and cross functional leadership skills
  • Proficiency with MS Office and proposal collaboration tools
  • Bachelor’s degree in business, management, communications, or related field (or equivalent experience).
