Responsibilities

Duties:

  • Provides program management and acquisition support to ATS Scientists in strategic business planning, acquisition planning, business development activities, product concept development and Information Technology
  • Coordinates activities between Acquisition, Contracts, the customers Acquisition Center, Software Asset Management Office, and Architecture & Engineering, that leads to rapid acquisition and transition of customer focused solutions.
  • Support day-to-day management of ATS initiatives; provide recommendations and advice on the formulation of tasks for projects in support of the implementation of the ATS initiatives.
  • Assist ATS in organizing day to day mission activities of teams of scientists and enable their operational activities, which include using new capabilities developed separately in the mission context.
  • Organize, direct and coordinate the planning and production of ATS projects.
  • In conjunction with ATS management, organize plans and schedules using established project/program management standards.
  • Provide recommendations and advice consistent with industry best practices regarding methods of organizing and structuring the directorate to ensure maximum efficiency and effectiveness of resources.
  • Provide recommendations and advice consistent with industry best practices regarding methods of formulating, managing, and presenting project plans and project data.
  • Prepare project reports and supporting documentation to include spend plan development, project management plans, memorandums, etc.
  • Supports ATS in the formulation of sound acquisition strategy to influence and inform the customer and IC Steering Groups and Advisory Groups.
  • Support cross functional teams in deliberating development of well-defined solutions.
  • Interfaces with all organizational elements, end users/customers to manage risks, developing and managing budgets, and schedule milestones.
  • Interfaces with all necessary organizational elements to develop and manage Scheduled milestones, funding requirements and program budget planning and execution for the office.
  • Identify technical issues and communicate impacts with potential solutions to the Government points of contact.

Qualifications

Required:

 

• Bachelor’s degree in Project Management or related field,
• 10 or more years of related work experience, with at least 5 years in a Project Management or project leadership/administration position (or an equivalent combination of formal education and work experience).
• 5 or more years of experience in government acquisition processes.
• 2 or more years of direct support to the Intelligence Community, preferably with CAP programs.
• 2+ years of experience with GEOINT systems acquisitions organizations, either with a program office or with an element the program office was required to support/enable.

• Experience with imagery science, image analysis, and photogrammetry, such as experience working with GEOINT scientists and/or GEOINT research and development activities.
• Experience in IC/DOD budgetary processes, federal and Intel fiscal cycle, funding practices, spend plan development and execution, congressional budget exhibits, and internal funding award processes such as Research & Development Initiative (RDI) or TENCAP awards
• Experience drafting Statements of Work (SOWs), and Performance Work Statements (PWS) for DoD organizations.
• Proven experience working closely with contractor System Integrators, Software Developers, and Government technical leads to help identify and fill capability gaps in order to answer requirement questions/needs. Experience with technology transition planning and execution is highly desired.

 

Desired:

 

• Experience with the geospatial intelligence mission and its contributions to the IC.
• Prior experience working at customer or a National System for GEOINT (NSG) organization, including work on intelligence missions, and especially including such experience as a project manager.
• M.S. Degree in Engineering, Computer Science, Information Systems, or equivalent.
• Program Management Certification Defense Acquisition Workforce Improvement Act (DAWIA) or equivalent.
• Additional certification(s) under DAWIA, the Project Management Institute, the American Society for Quality, or similar relevant professional organizations.
• Experience with the customers acquisition process, governance boards and working groups.
• Knowledge/awareness of the customers major/significant acquisitions and/or experience associated with such activity at the customer.
• Portfolio management experience that includes experience with budget formulation, spend plans, and strategy.
